However, dwarves will take an item out of an incorrect stockpile in order to place it into a different, valid stockpile (as long as there's space in the new stockpile). Each bin can store up to 5 bars or blocks, while 30 or more small crafts may fit into a single bin. Or maybe your population are too busy.
